BRIEF ORGANIZATIONAL HISTORY
The Pinamalayan Maritime Foundation and Technological College, Inc. (PMFTCI), a private and non-profit institution, was first established under the name Pinamalayan Maritime Foundation and Technological Institute, Inc. (PMFTII) in March 2002 by Ocean Going Ship Captain Master Mariner Josefino M. Lozano of Balogo, Boac, Marinduque. Initial marketing and recruitment of students and instructors was ably managed by Mr. Fortunato J. Lozano Sr., a former district supervisor of public elementary schools and a Sangguniang Bayan Member, who tirelessly went around Pinamalayan and its suburbs for that purpose. Being the first and only maritime school in Pinamalayan, the school is open to all vocationally trainable, regardless of sex, economic status, and political and religious affiliations. As such, it started attracting prospective seafarers when it was formally opened in June 2002 with just 77 enrollees. The school was then occupying only the Third Floor of Tri-Star Building located along Mabini St., under the administration and supervision of Mr. Fortunato J. Lozano, Sr. At first, only two courses were offered, the One-Year Basic Seaman Course (BSC) with TVET Program Registration (WTR) Certificate no. RIV-005A-02 and Two-Year Associate in Maritime Transportation (AMT) with Certificate Registration No. RIV- 050A-02 (NTR).
As a TESDA-supervised school, PMFTII has been anchoring its academic and technical instruction on a competency-based curriculum. It strictly adheres to and observes the implementation of the Quality Standard System (QSS/ISO 9002, 1994) and other requirements set by the Technical Education and Skill Development Authority (TESDA) and the International Maritime Organization (IMO). To ensure that quality standards are met, a series of internal and external audits have been conducted by independent bodies. These audits were satisfactorily passed by the school through the magnanimous effort of everyone, particularly the school process owner. Despite the very short period of operation, the school was included in the White List of TechVoc Institutions (Ref. Memo/October 9, 2004). Carrying out its vision and mission, PMFTII has satisfactorily passed the third independent audit accreditation. and became one of the youngest schools in Oriental Mindoro to receive a world-class accreditation with ISO-9002; 2000 under TUV-SUD PSB Phil with Certificate Registration No. TUV 100 05 9065 was given last February 13, 2008.
In 2007, Angelito S. King took over the ownership of the PMFTII. With the approval of its new Board of Trustees, the PMFTII changed its name to Pinamalayan Maritime Foundation and Technological College, Inc. (PMFTCI). By then, the PMFTCI offered four (4) higher educational baccalaureate degree programs, i.e., Bachelor of Science in Information Technology (30 students), Bachelor of Science in Business Administration (14 students), Bachelor of Science in Accounting Technology (10 students), Bachelor of Science in Human Resource Management (20 students) with a total enrollment of 64 students. However, in 2015, the TESDA-regulated One-Year Basic Seaman Course (BSC) and the Two-Year Associate in Maritime Transportation (AMT) were fully transferred to the MARINA.
Following the implementation of DepEd Kindergarten to Grade 12 Basic Education Program in 2018, it also added the senior high school programs, i.e. Accountancy, Business, and Management (ABM), Science, Technology, Engineering, and Mathematics (STEM), Humanities and Social Science (HUMSS) Strands, and Technical-Vocational-Livelihood (TVL) Tracks. The PMFTCI SHS program then had a total enrollment of 465 learners.
The PMFTCI has maintained its ISO 9001 accreditation since 2008. With a current total workforce of seventy (70) personnel in management and facilitation for the provision of quality and efficient educational services, it now offers baccalaureate degree programs such as Bachelor of Science in Accounting Information Systems, BSBA Major in Marketing Management, Bachelor of Science in Criminology, Bachelor of Science in Information Technology, Bachelor of Science in Hospitality Management, Bachelor of Science in Tourism Management, Bachelor of Technology and Livelihood Education Major in Home Economics, Bachelor of Technology and Livelihood Education Major in Information and Communication Technology, with a total enrollment of 2752 students. The PMFTCI SHS programs, i.e. Accountancy, Business and Management (ABM), Science, Technology, Engineering, and Mathematics (STEM), Humanities and Social Science (HUMSS) Strands, and Technical-Vocational-Livelihood (TVL) Tracks, has now a total number of 509 learners.
